A day once Dr. Swamy filed a petition with Governor Surjit Singh Barnala seeking sanction to prosecute Mr. Karunanidhi, the DMK patriarch created a submission within the Assembly, saying the discretionary quota wasn't ‘DMK specific’ and had been trendy even throughout the tenures of AIADMK.
“Eighty 5 per cent of allotments were being created through draw of millions of applications for Tamil Nadu Housing Board lands and homes. the remainder had been given beneath discretionary quota. The plots or homes beneath each classes had been given at a similar worth,” Mr. Karunanidhi said.
He said plots and homes had been given at market rate to each candidates and beneficiaries beneath discretionary quota.
The Tamil Nadu Chief Minister charged Dr. Swamy with making an attempt to twist facts over the difficulty.

Mr. Karunanidhi had on Sunday issued a legal notice to Dr. Swamy for dragging his name into the 2G spectrum allocation scam. Mr. Karunanidhi said the system of discretionary quota was introduced by the AIADMK government in 1979 and a Government Order was then issued for this purpose.
Initially, ten per cent of homes and plots were alloted beneath the discretionary quota, that was revised to fifteen per cent by the AIADMK government throughout its 1991-96 rule, he said.
Reading out an inventory of beneficiaries alloted plots and homes throughout AIADMK regimes, he claimed it included IPS officers K. Vijaykumar and R. Nataraj.
Besides this, relatives of varied AIADMK leaders, as well as Dr. Banumathy, wife of Lok Sabha AIADMK MP M Thambidurai, and son of AIADMK MLA and former minister K.A. Sengotaiyyan had been alloted land, he claimed.
